Construction beginning/end
The complete restructuring of Kala's port and lower-class districts, allowing for quicker military mobilization and decreasing the veracity of revolutionary tactics.
After a marked increase in lower district crime, anti-government ideals, and fear regarding the Oligarchy of Kala's increased activity with human nations, the oligarchy decided it was time for preventative measures to be taken. Various minds were called upon to find solutions, but most were militant in nature and would push revolutionist sympathies. Standing above those lackluster plans, however, was Tinata. Tinata was an architect and engineer who generally built palace apartments and roads. Thanks to his robust interest in historical art and books, he managed to take his perspective a step further when called upon by the oligarchy. Tinata elected a subversive plan in which the oligarchs would present a great recreation of both the poorest and coastal districts in order to improve standards of living. The plan included the widening of roads, steeply angled roofs, canals connected to the coast, and large open-air shelters for the local homeless. Each of these would come to fruition aside from the canals, which were abandoned due to labor disputes. The reconstruction ultimately resulted in more fuss than desired, as stipends for those who lost their homes to demolitions were lackluster; however, the unrest would fade into the background over the course of months.
