Oligarchy of Kala
The Oligarchy of Kala is ruled by 4 wealthy individuals, each of whom controls the land devoted to several markets. While each member makes decisions regarding taxation of their own territory, they each work together when making decisions for the greater nation, such as foreign relations or legislation.
An Oligarch's Career
The Oligarchs of Kala assume control over the territory and responsibilities of their successor. Thanks to the Kalan Civil War, it is outlawed for an oligarch to select a member of their family, and it is expected that general conflicts of interest will be kept in check by the other oligarchs. Generally, each oligarch will have a council (ranging from 4-10 counselors) that will assist them in decision-making, accounting, and holding various departments accountable. A ruler in Kala will almost always select their successor from among their council members.
While oligarchs carry status, fame, and wealth among their people, they are rarely expected to interact with their people like a local representative might. Such socialization is usually considered a distraction and lowly for someone who has proven as valuable as an oligarch. However, while they are not directly voted for by the people, it could be argued that they represent the people's best interest regardless, as nearly all oligarchs were local representatives at some point in their careers.
Becoming a Council Member
Aside from the Oligarchs, political positions are decided with local votes. As with any democratic campaign, one must be recognized and popular to be voted into office. Those who reach this recognition are bound to be discovered by the oligarchs, and as such invited onto their council. While being voted into office is not enough, networking is usually common for local politicians. Anyone lucky enough to both get along and agree with the philosophy of an oligarch may join their council, which comes with incredible pay, housing, and tax deductions.
