Council of the Verani

The Verani are a cabal of mages who control the Verani Republic. They have always been enemies of the Empire of the Shattered Isles, and periodic border skirmishes break out, interspersed by full invasions.
The Verani have a history of performing unethical magical and alchemical experiments on living creatures. They have used these techniques to create a number of hybrid races, including Orcs, Yuan Ti, Quaggoths, Kenku and Tabaxi - all of whom have been used as living weapons or tools in the Verani's wars.
Most often, the Verani raid the nearby lands of the Empire to capture slaves for use in these experiments
