Razzle Dazzle

The Grand Arcanist of Ismira. He is an eccentric fairy who lives in a tower in Ismira's central district. He told the party about a man named Avrael who also had a moving tattoo, though his was of a tree with falling leaves. He also told the party he gained the tattoo after traveling to Thagtree Thicket, but that if they wanted to enter Thagtree themselves they'd need to gain permission from either Queen Arya or the Grand General, Lady Maeri Oscella .
