Excerpts from "Sand & Scales, O Storied Kheldor," by Sister Ashtoreth of Nemundr

...The Scales Assembly is the governing council of Kheldor comprised of its noble Houses, with the High Khel having final say on disputes both domestic and foreign. Foreigners would often still refer to whoever holds the position of High Khel as our King when the position was filled, though this hasn't been the case since the Cataclysm.   ...The House Assembly govern their kheldoms independently but always answer to the High Khel, often resulting in bickering, military disputes, or (if necessary) the Storm's Choice - an honor duel between chosen champions to settle who is right in the eyes of our beloved God of War & Storms: Rajun. A circular arena is erected in his name, and around the dais amass his Thunder: soldiers of each faction chanting haraji, the Song of War, to imbue their champion with Rajun's favor...   ...Beyond Kheldor's Borders, the Storm's Choice is most famous (or perhaps infamous) for one duel in particular - the duel between King Ardeo III, and his younger brother Olyxeus - better known later as Void King Olyxendir II. It is told that Olyxeus, on the brink of defeat, manifested powers beyond this world. Many an account (that still remain) say Ardeo vanished in a crackling violet storm cloud never to be seen again. It was this display that roused the devoutly Rajunite khels to Olyxeus's side and hastened the spread of his armies across the western continent...   ...As of this writing on Beladence 14th, 2498 AR, the Storm's Choice has seen a prolific resurgence among the feuding khel factions of both the Advent and the Loyalists. With no High Khel to calm them, I fear come winter this could become a true civil war...   - Sister Ashtoreth of Nemundr, translated into Common from kheltar
