Federacy Protectorate

Both the Federacy Directorate and Special Status for systems that are discovered or settled but not under direct stewardship of a House. This typically happens to Lost Colonies and young colonies.
There are several Worlds of Interest - see Settlement Status that the Federacy is giving consideration to expanding Protectorate status to a level of "Enduring Protectorate" because it is deemed that their stewardship under a particular House would cause significant instability to harmonious goodwill and polity enforcement ability of the Federacy and its members. Such an act would have great potential for destabilization of the Federacy as a whole.
