Leader of the Eldjian Council
Requirements
To be elected as member of the council and possibly Head of the council, you must:
- Be an Eldjian citizen
- Be of age 20 or higher
- Be registered as a worker/scholar at the local and national council
- Be registered to your local council as voter AND candidate
Appointment
To become member of the council, one must be elected. Every four years there are elections held, the first ones are the elections of the National council (that also rules the capital Eldjföll), and the following year, it's time for the local councils.
To become a Head of council, you must be part of the eight elected. For local councils, the leaving Head and local professors are the ones to choose which one of the elected will take their place. For the National council, the Eldjians and foreign ambassadors also have a say in the pick of the Head of the council, alongside the late Head and city professor.
You can be elected up to three times in total, with the following reasons:

Duties
The Head of the council are supposed to represent the Eldjian values and are held up to those standards. They are who the people look up to.
Responsibilities
They are a spokesperson and, for one, have the responsibility to write speeches and communicate the laws made and choices they took with the council. They are the link between local councils, and with the National council, as well as the link with the ambassadors and law enforcement.
Benefits
You get the biggest room in the Blue Fort! In any city, the council is housed in a specific building. When it come to the National council: it's the Blue fort. The members of the council are housed in the top rooms of the towers of the Fort, accessing rooms with huge windows giving on the heart of the city, but the privilege of the Head of the Eldjföll council is to access the heritage of Edward Overworld.
Edward was the first Head of the National council, but he also was the founder of Eldjfall as a country and as an institution, and in thankfulness, he was housed in the largest room: the top room of the dungeon, the largest and tallest tower of the Fort. The rest of this tower houses the public school of the city (and later, only the North part of the city).
This is the only material gain of the role. There is a social gain alongside some financial gain that is common to all council members. Begin housed by the city, means you are also fed but moreover, if you do not already own or inherit land, you will be offered a small parcel or house.

Accoutrements & Equipment
The only distinctive item that is passed is a circlet to indicate their role: a local head of council inherit a leather circlet and the National Head inherits a silver circlet.
Grounds for Removal/Dismissal
Someoene can be dismissed from being a head of council if they are, or were, convicted of crime or felony, as well as for hate speech: if there is recorded evidence of hate speech, multiple (minimum of two) times over the mandate, this is enough to dismiss a Head of council, as well as a member of the council.
Every speech and official discussions is to be written down for this reason. Moreover, when this happens, the council is also suspended and meeting journals are investigated to determine if the beliefs are held by the whole council rather than just the Head.

Notable Holders
Of course, the most notable holder for now is Edward, as he is the founder if the country, but there is hundreds of chances in the future for remarkable people to take upon the title.

It is NOT the equivalent of a president, however it can be compared slightly to a political party leader: It is the face and representative of the organization, but this is where the similarities end.

The Head of the Council does not have authority (not more than the council itself) on the people. The council and it's Head create laws following the demand/voice of the people
Length of Term
The members of the council are re-elected every four years, and it's head with it. This is the same with local councils and their leader.
