From a Simple Stop on the Road
The Bend was once a small simple farming community located along a snaking river from which the town draws its name. The waters there flow gently along and few people had much reason to go there aside from trade.
Located in the county
Fahraea, it is one of the furthest from the seat of power in
Grara. While enforcing the rules was rarely an issue in the calm little town, that would all change after the invention of
skyship and the presence of an innocuous little flower.
To the Party Capital
When a foreign flower from another skyisland was introduced to
Breharan, it flourished and nowhere did it flourish more than the unremarkable little town of the Bend. This flower - the
Faerie's Bell - has a unique property that makes it particularly attractive in certain illicit ventures.
At first the people of the Bend didn't notice much until the travelers noted that they were not as punctual as they should be. This was a minor effect caused by the pollen of the
Bell. For the mostly
human population of the Bend, this was a break from their normally very powerful internal clock.
Eventually the flower was refined into a drug called
escape and eventually the sales of the drug began to overtake the earnings from the production of the farms. Before long, young people were coming to the Bend to forget about time while having a good time. The locals adapted their business to accomodate these travelers opening cheap inns which sold lots of cheap drinks. This basic infrastructure was enough to attract even more of these low-spending young clients which continue to swarm the area.

Hooked On It
Not all of the residents of the Bend were happy when things started changing and many still aren't but none can argue about the economic prosperity that has come to the town through this
flower and its effects. Some don't even argue about the benefits that can be obtained - in moderation.
The present reliance on not only the flower but the reputation and infrastructure set up for young travellers with small budgets makes it difficult for the people of the Bend to find a way out. There is talk of cleaning up the town to make it more of a higher-end tourist destination but no one can be expected to make a bad financial decision with no certainty that it will work out in the long run.
Less Safe, More Fun
Part of the joy of the Bend is that it may be a little bit dangerous. All of the waterside attractions are perhaps a little bit shoddy, put together haphazardly not only by the people of the village but by previous travellers as well.
