Cult of Absolution

The Cult of Absolution is an illegal group of nihilistic individuals who believe that the World Death was not an accident. In their eyes, the world itself, and those on it, have all sinned and are now facing punishment for their misdeeds. The destruction of civilization, held off by the foundation of the citadels, was the end goal of the world death. In order to truly receive Absolution, the citadels must be destroyed.
Members of the cult will stop at nothing to sabotage, destroy, or impair all parts of the citadels. Half of the organization is very secretive, while a more public side proclaims doomsday on street corners, often running at the sight of guards before they get caught. 
The Cult of Absolution is present on nearly all citadels in the region. Given the inability to communicate between citadels traditionally, this must mean they are either communicating secretly with the help of Conductors, or there may be some universal truth to what they say that is individually self-evident to certain people in each citadel, causing the cult to independently rise up in each location.
