Nizan

Government


The Nizani government was originally headed by an emperor. However, towards the end of their equivalent twelfth century, the government was taken over by shogun and a bakufu was set up. In Nizan, there was no Minamoto Clan or Taira clan, or a Genpei War. Instead, they had a different set of clans vying for power in the imperial courts, and the Nara'no Clan ended up victorious. Six hundred years later, they entered their isolationist era much like their Earthen equivalent. However, when the Rhidian Empire came knocking at their door, they refused to give up and they fought back in what is called the Rhiséan-Nizani War. During this time, they chose not to Rhiséanize (equivalent to Westernizing) but they did pick up industrialization, allowing them to create the first-ever working magitech on Llenaria, which allowed them to win the war.


Executive Branch

 

In Nizan, the highest ranking officer is called a shogun, and their job has evolved over the past couple of centuries. Originally, as people know on Earth, the shogun was a de facto military dictator who ruled over the country of Japan. In Nīzãn, it was the same way until their own industrial revolution when the Kingdom of Rhidia tried to take over. Instead of fully trying to 'Westernize' like Japan did, Nizan built up their defences and the shogun was able to lead the Nīzãnese to victory.

In the decades that followed, the Nizanese wanted to see less of a military dictator and more of an influential governor of sorts. The shogunate of the time realized they needed to step up their game in order to keep their power. Taking from other countries who had presidents and prime ministers of their own, Nizan revamped their shogunate system to allow their shogun to become a prime minister of their own, while keeping the title of shogun.

Now in modern times, the shogun does still have the ability to join in and lead their soldiers in war. However, they are the head of their military and can only do so in times of extreme need. This has not been necessary in half a century. Yet with what is to come, the shogun might be needed in the battlefield...

A shogun is now an elected official, selected by the Nizanese diet, and they can only serve about ten years. The current Shogun is Hata'natsu Hinata.

 

Cabinet

The Shogun's cabinet members are all called 'Daimyō', but they are not traditional Daimyō. Instead of being feudal magnates, they are cabinet members. There's the Vice Shogun, the Chief Daimyō, the Daimyōs of Finance, Energy, Education, Transpotation, Infrastructure, Foreign Affairs, State, and Health. These daimyō are chosen based on their areas of expertise, and they are typically nominated by local governments and the Shogun chooses from a pool of candidates, who then are confirmed by the diet.

 

Legislative

Like its earthen counterpart, the Nizani have a "diet" with a house of representatives and a house of peers. The Diet elects the shogun and the "vice" shogun, and they appoint their Daimyō of state. The legislative branch is elected by the general population every four years, and diet members may only serve 2 terms so as to allow others a chance to serve and to bring in fresh views.

Military

The Nizani have a few types of military
  • Shadow Forces (Sharibu): referred most as 'shinobi' as it is the world's equivalent, and the main characters understand the phrase. Sharibu are not quite under the control of the shogun, as they are their own 'military' organization. Yet they deserve some love and attention too. Their magic is more stealth and shadow-based than other forms of magic. They are taught from a relatively young age to utilize this magic. However, they are not formally trained until they are of age—15.
  • Land Samurai (Sabuira): This is akin to an army of samurai. As the name suggests, the land samurai typically fight on land and do not hit the seas. The sabuira utilize earthen magic, and thus must have an aptitude for earth magic.
  • The most famous of sabuira would be Oda Nobunaga, although as he lived on Earth and did not get to learn to use his earth magic properly. But he would have been a sabuira had his mother not brought him to Earth.
  • Water Samurai (Nabuira): This would be the Nizani equivalent of a navy. These samurai take to the seas and fight where they are needed, and utilize water magic. Must also have an aptitude for water magic.
  • Air Samurai (Kaibuira): The Nizani equivalent of an air force. These samurai take to the skies with their air magic, and also thus must have an aptitude for air magic.
  • Medical Forces: Each branch of the military has their own medical force. Medics all know combat magic as well as healing magic, although it is very much preferred they use their healing magic. Though, like in RPGs, sometimes you gotta heal and fight.
  • Technological Level

    Nizan developed the first working magitech vehicle.

    Trade & Transport

    Nizan's transportation is based off of trains fueled by magic. Public transportation like busses exists in cities where trains would be considered to be too much to go simply 5 miles. However, for the most part, everything is within walking-distance. Small businesses dot the streets. Schools are easy to get to. Every bit of transportation is accessible for all.
