Of this planet's total surface area, 65% is developed urban area landscape, 30% is the remains of the world's ocean long since polluted and dead from industry and apathy, the remaining 5% is barren wasteland that may never again be able to support life. The developed land is composed of towering skyscrapers, each wide enough for thousands of residents. Much of what of the current cityscape is built upon previously buried cityscape, rumor has it that renegades that dwelt fled the surface from authorities made their way into this undercity, overtime they and their descendants became mutated by the unclean environment.

Though its days of empire are long past, the society of Hawd Prime have become accustomed to their great monuments of when they were a great power. War memorials are kept whole and pristine, even while their infrastructure crumbles, as they teach lessons of their old military might they've forgotten to teach what made them mighty and what has changed. Many lament the loss of spoils of war brought in when it seemed Hawd would be the center of the universe, neglecting their present circumstance.

In this modern era, Hawd Prime finds itself in decline. Its people are not motivated to better themselves, the infrastructure is only kept in just enough repair to keep the doles alive and voting for the bureaucracy that starves them of purpose and hope. The pollical classes pit one body of citizens against another hoping to distract the populace from their own failings. The law enforcers are held in contempt by the people and they, in turn, reciprocate the contempt, becoming open to graft and corruption. The populace of Hawd Prime have been told they can't do for themselves and can't trust any but the state to do for them, else they are taken advantage of, this is not sustainable, and discontent is brewing.
