The Hawd Bureau
Once an acting hand and a proxy for Parliament for enacting policy and controlling society, the Bureau has become its own beast that Parliament must send bribes and appease. Its beginnings were innocent and useful enough, manage the minutia of policy, an oversight in policy passed gave them authority over warrants, after that Parliament had to go through them to round up political rivals. Since then they've become more entrenched in law enforcement in addition to policy enactment that was their original duty.
