Rai'jen set their Ninja about their work.

After the founding of Rai’jen, the Grandmaster of Clan Seawolf decided that the lands surrounding the Sea of Shards, needed to be closely monitored and the balance of law maintained. To that end, he began to send his operatives out into the other lands in secret to insure he would remain well informed of the doings of the other kingdoms. In addition, these operatives were often used to neutralize people or creatures that were deemed threatening to Rai’jen. This was known as Seawolf’s Hunt and remains in place to the modern day.
