Rai'jen established by the Ritsakan Empire
After the end of the Great War, the Steward of the Phoenix Emperor commanded that land within the Sea of Shards be claimed as a protectorate of the Ritsakan Empire to bring culture and stability to the war-torn lands of Eastern Lerias.
The family of Admiral Dijoru Hashimoto, leader of the Ritsakan Fleet, was elevated to a noble house and as is Ritsakan tradition, servants of the Emperor trained their associated Ninja clan, named Clan Seawolf.
House Hashimoto choose the cliff-side lands of the southern beaches of the Sea of Shards for their own lands. While some of the lands were open, much of the more easily settled parts had to be claimed from the humanoid and Gnomish forces that controlled them. However, the disorganized forces could not stand against the military might of House Hashimoto and their Ninja allies.
In the year 15, Admiral Dijoru Hashimoto officially founded the capital city of the new province, called Mitasa. In addition to the family holdings of House Hashimoto, the city of Mitasa also became the center for the Worship of the Phoenix Emperor in Lerias with the construction of the Temple of the Distant Fire.
