Arbitors
"One of the many responsibilities of ruling officials and councils in Bralor is to oversee the courts within their responsibilities, depending on the severity and location of the accused crime determines whether there is direct involvement of the officials or a representative is appointed to judge the trial. This, as with most things, proved to allow for corruption, thus an third party became involved, the Arbitors. Structure
The Arbitor's headquarters is located in Highsummit and is directed by the High-Arbitor, who directly reports to the royal council. Beneath the High-Arbitor is four provincial Arbitors (Usually referred to as Arbitor Wardens or just Wardens), who oversee matters within their assigned province. While the Arbitors aren't constrained by provincial borders and will not let that form of bureaucracy impede their investigation, they do try and ensure the local branch is aware of their presence. Under each Warden is several Arbitors, these are the ones that perform most of the duties.

Culture
An Arbitor is to be above any sort of doubt or suspicion, their duty is to Bralor and not an individual house or family, thus any prior loyalties are sworn off (much like the Royal Bralorian Couriers). They are to ensure that justice is upheld and ensure there is no doubt on the integrity of the case they investigated. They undergo very rigorous tests to ensure only the best examples of character enter the ranks.
Service in the Arbitors is seen as a selfless act of service due to how much is given up, the reward at the end of a career is a lifetime stipend and a plot of land, thus it's seen as a way out of poverty for those that rise to the standards.

Public Agenda
To be an impartial third party who investigates accusations of wrong doing in cases that warrant the extra attention. This can take many forms: Detective work, legal counsel, court observer, official auditor, tracker, and executioner.
History
The Arbitors were formed in 1825 AGF, shortly after The Barthmont Accords were signed, this was in direct response to a national emergency that heightened tensions between Bralor and Druebar. Bralor took several organizations with different responsibilities and combined them into one entity and gave them broad powers to fulfill their mission.
