Lagoon Port

Government
The city has a mayor, as is common for all settlements of note in Bralor, but the entity that works in the Shadows is the Lagoon Port shipping Guild. If you want to do business in the city then they're the ones to deal with.
Industry & Trade
The city is a major trading hub, the efficiency, scale, and location has positioned it to be a major player in local contracts as well as international trade.
Guilds and Factions
The Lagoon Port Shipping Guild is the guild of the city, openly they operate the harbors, drydocks, and their merchant fleet. They are the reason the city is successful, But there is a less ethical side to them, while slavery is illegal in Bralor, indentured servitude is not. The guild keeps their operations obfuscated to the point it's easy for officials to turn a blind eye, desperate people seeking a new life will find themselves presented lopsided contracts that no other self respecting entity would consider drafting. The guild also takes part in a fair bit of smuggling, rumor is they were involved in the The Sircassia incident. The guild keeps things just legal enough that they haven't been targeted by legal authorities such as the council of Arbitors, but people are aware their character can be called into question if they choose to take part in the guild's special business ventures.
History
With the expansion of Bralor different routes for supplies were required, Lagoon Port was established to help meet the need for naval supply needs. The city was designed not only with present needs in mind, but for future expansion as well, this would allow for massive upscaling of the harbors and drydocks. In 1817 AGF the Bralorian civil war was underway, the loyalty of certain segments of the city were suspect and the harbors were needed to maintain the siege of the Fortress of Barthmont. So a mercenary group was brought in to secure and maintain the harbor, they slowly took over all operations as the war dragged on, when The Barthmont Accords were signed the government attempted to transition control away from the mercenary group. The transition was unsuccessful as they had been upgrading the harbors and only they knew how to keep it efficient, this group would end up becoming known as the Lagoon Port Shipping Guild. As the centuries passed the guild upscaled the harbors further, and the city grew with it.
Points of interest
The House of Exclusive Coin isn't the fanciest tavern, nor is it the most cultured tavern, but is the preferred tavern of the Lagoon Port Shipping Guild. If you wish to seek them out you go there.
