"We turn our backs on society for we are free" ~Josephine Slande
A title created by Josephine Slande when he wrote the Pirate Code after founding the settlement of Dragons Bay in the remains of a dragon he and his fleet slayed.
He never held the role, yet he was unofficially given the role when no one else held it. He would then give the role to an individual during times of great crisis. Josephine does this after being raised from his death in his crypt on the highest point of Dragons Bay.
This title is found amongst the residents of the Slande Archipelago, but there are rare cases of others from even further regions holding the title. These cases are rare as Josephine gives the title in person.
The holder gains undefeated loyalty and respect during the holding of the title, with respect lingering till after it is removed.
They hold enough power to command all pirates who are bound by the Pirate Code to do their bidding, although anyone is allowed to refuse, few ever do.
Qualifications
No specific training, with those skilled in tactics generally gaining this role.
Appointment
The body of Josephine Slande is resurrected. If he deems a crisis is in order a vote is taken upon the people to choose a candidate for the role. Then Josephine places the final vote if the individual is fit for the role, if successful they hold the title until the crisis finishes.
Duties
It varies depending on the crisis, with them typically needing to lead fleets against colonising empires.
They have to take into account the wishes of the people of the Slande Liberty.
Benefits
Upon successful completion and relinquishing the title respect and gratitude if awarded, but nothing physical. The main benefit for most who obtain the title is freedom from tyrannical sovereignties.
Grounds for Removal/Dismissal
At the completion of the crisis, once the issue is resolved the individual returns to Josephine's Coffin and is relinquished by a conversation with the dead swashbuckler. Josephine Slande returns to rest and the individual is free to return to their life.
History
During the War of the Flying Baron, when the swashbuckler of the sea had to unite under one fleet to defeat a tyrannical dragon. This fleet was led by Josephine Slande, who upon defeating the dragon with the fleets at his disposal founded the settlement of Dragons Bay and created the Pirates Code for all swashbuckler to follow.
Cultural Significance
It is seen as a weird concept by most outsiders, pirates always talk about freedom but then give it up to follow a commander.
To most empires and merchants it is something to be feared.
