Kommisarium

The Kommisarium governs Shaf Threen . It is a council of elected elders from the community, chosen by adults in the community every ten years (a 'refresh' sub-election for half the members (selected by lot) takes place every five years). Members have the title Kommissar and are the top-ranking elite of the city.
