Side/Secondary Effects
Exhaustion tends to weaken a wielder's personality traits. Symptoms can include:
being less social than usual
being less inhibited in the company of others
being less forgiving about other's actions
being less passionate about one's interests
Manifestation
Humid air will condensate on the target and turn into fog nearby. If it is cold enough, a layer of frost will form. Targets that were wet to begin with may end up encrusted in ice.
Applications
Light cooling can serve to soothe burns and bruises, or to make hot weather more bearable. Stronger cooling can slow down living beings, especially cold-blooded ones like snakes or fish. At its extreme, it can cause cold shock, frostbite or even death by hypothermia. Directed at lakes or rivers, strong cooling can freeze their surface enough to enable safe passage.
