Qualifications
This profession, was a special part of the Siren Guard. That was the case when the security of the city was the responsibility of the guard and not of the Wardener. A Shark shepherd needs to have a high skill in magic, otherwise he is not able to keep the sharks calm and collected. Besides that the shepherd needed to be able to recognize any threat. Not sending in the sharks without a good course.
Career Progression
A shepherd started like everybody else in the Siren Guard, at the bottom. The then current shepherds picked out those who were promising, not everyone they picked out was cut out for the job. But still after a lot of training, both in combat as in magic. They are tested with nurse sharks.
After the test the shepherd gets a small pod of 4 to 5 sharks. These are dog sharks and cat sharks, those are low level sharks. If the shepherd shows potential they are given a small pod of 4 to 5 hammerheads.
The next level is a small pod of great whites, and the last step are tiger sharks.
Other Benefits
Because there is no currency in the Siren culture. There is no payment of reimbursement, but they are seen as brave warriors.
Perception
Purpose
They needed to guard the city from the bigger threats like giant squids, or large armies. They also need to take care of the sharks, because they are so 'tamed' they do not hunt.
History
As it might have indicated that this profession is no longer part of the guard.
The guard has requested to bring that part of the guard back, after the ward failed to protect the city. But the Siren Council has not yet decided on this.

Dangers & Hazards
Because some sharks are pretty vicious animals, and if the shepherd those not have them under control, it can cost them their lives. This is maybe part of the reason why the Siren Council has not brought this part of the guard back.
