Ulfr is the presumed leader of the Cult of the Claw, which infiltrated and unified the Blood Tribes in Llywelyn. It came to knowledge that he had planned to summon the Wild Hunt in order to challenge the alpha of the hunting pack. If he were to seize control of the hunting pack, he intended to have the lycanthropes of Llywelyn to join the hunting pack with the intent of leading the hunt through the cities of the isle, killing or inflicting the populace of the isles. It was believed that Ulfr was an apex werewolf.
