The fearless leader of The Siren's Call merchant fleet, Athene Whitroar is known throughout the city of Runswick as a shrewd businesswoman who is fiercely loyal to her allies and fiercely vindictive to those unlucky enough to earn her ire. She is idolized and revered by her employees, who follow her as loyally as if she were the captain of their ship. Some perhaps would say she has amassed too much power, and see The Siren's Call as a threat to the city.
