The Elrindel Accord

A document signed between the leaders of each elven isle that lays down a standard mode of conduct accepted by most elves as they refuse to have laws, nothing in it is binding but it allows elves to communicate and act on common ground. It is stored magically in a diamond in order for it to survive as long as the elves. The Elrindel accord was signed on the island of its namesake and it is an agreement between the most powerful elves at the time that they would behave in certain ways when dealing with each other. Since then each high elf who has taken control of an isle has resigned the accord as a means of keeping the elves working together. This does not mean that the elven leaders don't try to oust each other, rather that this is done in secret.

Purpose

It prevented the remaining high elves from becoming completely fragmented and fighting each other.
