Sepo

  Sepo has the distinct honor of being the coldest city in the world. Because of the temperature, the majority of the population are Sela, who have thick layers of blubber that help keep out the cold. Ildoar and even Rarites who bundle up can stay there safely for a short period of time in the summer in order to participate in ice climbing, but the winter is mostly home to a small population of ice farmers and the seat of the Paban Veinlord.

Demographics

Sela are the best equipped for the very cold temperatures experienced by the city in the winter, and these Sela are often Paban people who live year-round nestled between the Paban mountains and separated from their Kaloran neighbors, with only a thin trickle of snowmelt rivers to connect the Paban people with the Rarons to the south.

Government

The Veinlord is rules Sepo and the surrounding area. The Veins are the large rivers in the north between Lake Raro and the ocean or glaciers at the pole. Each Veinlord is said to represent the spirit, or zibeke, of the largest river in their territory, Powoba River. Housing the zibeke in their bodies instills great wisdom and power in the Veinlord, and the exact formation of the rest of the government varies depending on their whims. Usually, family members of the Veinlord are brought in and the neighboring areas are divided into fiefs owned by them, but this is often a nominal matter. The only thing that changes for the various peoples in those areas are the recipients of their taxes.

Infrastructure

The most important pieces of infrastructure are the ice farms in and around the city in the deep gorges inside the mountains. Using pipes, water is irrigated through the deep gorges and fills them up while the ice solidifies. Ice farmers contribute to the ice farms by watering the gorges with sprinklers and specially crafted watering cans that can distribute large amounts of water at once. When the ice freezes, it creates large blue walls that are sticky enough for climbers.

Tourism

The ice farms are a big draw for daring adventurers who plan to climb the walls. Ildoar and Sela have the advantage of having four limbs that they can use to pick their way up the mountain, Rarites have to create small platforms from which they can use their tails to help them climb up the ice. This usually results in them going much slower, so the ice needs to be thick and designed for climbing, which the ice farms manage in spades.

Architecture

Buildings are made of stone and snow, as the snow never melts all the way. Ice and snow are packed tightly together and interwoven with stone for greater support, but many buildings like houses are often temporary as people move in and around the city.

Geography

Sepo is a beautiful city made of white snow, blue ice, and gray stones. The views of the glaciers to the north are breathtaking and a sight to see for any traveller who comes by.

Climate

Sepo is in an icy taiga environment with permafrost all year round.

Natural Resources

Alongside ice, there are stone quarries near the Paban mountains that Sepo has access to. While the soil has a layer of permafrost, there are certain grasses and mushrooms that grow in the thin layer of top soil and these are often extracted and sold as food.
