The Shattered Shores

At least from my observation, the Shattered Shores are by far the greatest source of tension within the Empire. The people who live here have a deeply ingrained raiding culture, and have terrorised the shores of nearby villages for decades. Although they themselves are significantly lacking in technology, the are very adept at repurposing stolen Essence technology for their own use.
The reason it is so difficult to shut down this kind of violence is that on the Shattered Shores it is customary for a village's raiders to live separately to the general population, meaning it is incredibly difficult for a force of any real size to track down those who are actually guilty.
Although they refuse to use airships, the skill with which almost all locals can pilot a sea going vessel is unparalleled, again making it very difficult to catch a group of raiders in the act.
