Offworlder's Rite
When entering the larger cities of Pyre or Glaa, individuals foreign to Neternus that have never been in the capitol cities are marked to begin the Offworlder's Rite, assuming their time in the city permits. Typically these individuals are taken note of well before reaching either of the capitol cities by border control and inteligence operatives. Natives of particular combat prowess or influence may also be put under a similar trial. Being so unpredictable, offworlders are always put through it unless they only stay in the city for a day or two and there is a queue of others in the city undergoing the rite. As it is rare for an offworlder who has no intention of causing trouble to end up this far out into sparsly inhabited space,
Pyre Glaa leadership prefers to keep tab on any inside their borders. The rite also gives a chance to select them for guild placement, as even the trouble causing offworlders often have notable skills worth exploring or exploiting.
The most typical way for this rite to be carried out is for a small team to follow the offworlder until they reach a suitable location, most any building or establishment is sufficient due to the inteligence guild's reach. Once there, one of the operatives or an actor working with them approaches the offworlder, possibly requiring speaking to a nearby civilian or two first if any are nearby, asking about seeing a strange magical creature adept in deception, shortly after the operative leaves, an oportunity is given for the offworlder to see the described creature and their reactions observed. This is in reality a familiar of a nearby mage, either also an operative or assisting in the Rite. Should communication be attempted the creature will try to lure the offworlder somewhere secluded. In any case where the offworlder leaves the location while maintaining contact of the creature, keeps the creature at location, or alerts authorites, they will witness the creature being subdued, with some resistance, restrained, and taken away. Then they will be taken in for questioning to further determine if they are a potential threat or if they could be useful. Most often, neither of these are the case and the offworlder is simply sent on their way with observation continued at a lesser degree. Should the offworlder ignore the creature, or simply observe it until it leaves the location, they will be brought in to suposedly be quesioned about what they saw. Should they fight the creature themselves and succeed, they will be approached by the same operative later that day. The operative will attempt to make this a thorough questioning in case they deny fighting the creature and can't be brought into a build facility.
