He was the second in command of the Puerto Ricans in Badlands. At the 1 Week War, he took the opportunity and killed his boss. Vampires rewarded him with eternal life, by making him one of them. Level of his connection to the vampire society is unknown but since the government did not kill him yet, his and his gang's existence is at least tolerated.
