The current ruler of County Leyawiin. Count Caro is outspoken in his opposition to Potentate Ocato's apparent passificism. in letting both the nearby Kingdom of Rimmen, and the whole of Black Marsh secede, Caro believes that his people are in danger of invasion and competition over trade. Seeing weakness in the Empire, he frequently calls on the Elder Council to elevate someone among the Cyrodillic counties to the position of Emperor. Not him, of course.
