Freedom fighters are presented with a golden opportunity.

With Niflheim's war of conquest and formation of the empire being a relatively recent event, being within the last 50 years, there are still many underground resistance groups wanting their homelands to be free of imperial rule. So when the War of Succession broke out, these groups did not let the opportunity slip by and within days of the news spreading many resistance groups declared open war on the imperial forces in their areas.   While not one single unified force, these resistance groups do speak to and coordinate with the others via an underground network of contacts. This in conjunction with the empire's internal leadership fighting for the throne amongst themselves has resulted in complete destabilization.
