After a humiliating escape by the Outlaw on New Dallas, the provincial government passed through a bill that essentially gave the sector autonomy, and the Republics hands were tied as the colonies used a loophole designed by corrupt officials to create private resort worlds, further humiliating the Republic and giving Noctran spies an easy way to flip systems to the Noctran Kingdom.
