After realising that the weapon The Mute uses is military, the Beacon County Sheriff's Department are able to identify the Mute as a suspected assassin known to the FBI.
Noah Stilinski decides it's an emergency, and hires Danny Māhealani as a 'civilian contractor' to unlock the Mute's phone, which had been in the jacket Scott pulled off him, which reveals that he has been contacted by someone called The Benefactor only a couple of minutes after each kill confirming payment.
They assume this means he is sending photographs to the Benefactor to show proof of death.
