Lawless Lands
A loose assosication of small city states and warbands. No central leader but pleanty of those who might call themself monarch or at least warchief. Settlements here are on their own. Slavery is common. Trade is rare as most steal what they want. Still, there are good people who have set up villages in these lands, finding places witth fertile ground, often hidden in the hills after the deserts. Humans, gnomes, haflings, and half-elves, who got displaced centeries ago from Arkenfeld, make up a good chunk of the population. Orcs, who did not like a human born becoming the ultimate warchief and founding Toracor centuries ago also fled up this way into the desserts and tundra that make up these lands.
Culture
The people who willing live in these lands tend to be nomadic raiding eachother, northern Toracor, and those who think it is safe to homestead in the area.

As these many of the groups inside these lands are raiders they have poor relations with those close by that they can get to. Arkenfeld has been protected from their raids due to their country-wide shield but those going to Downtrodden or that live in Toracor sometimes clash with them.

The only law is that of might. Defend or lose what you have.
Agriculture & Industry
While there is no offical industry in the lawless lands there are pockets of agriculture. In the more temperate or water rich areas amid the deserts farms have sprung up. The more caustious of the raider types might defend them using slave labor to ensure there will always be food. However as most raiders find it a waste of time to keep in one place to defend an area it is not uncommon for a village of farmers to be raised, their crops and people taken, only for other farming groups to find the land and take it over.
