Spurred on by the success of Cornucopia in the colonization of Tetapos, a group of private citizens band together to colonize Exesti.

The Separatists among the Azazi Empire, unhappy with the actions of Emperor Ramburr to rejoin the Gaian Alliance, sought to strike out on their own. They spearheaded the efforts to colonize Exesti as a free people's state free from any world government.
