Harbor-District

The harbor-district of Saltor consists of a handful of smaller towers right next to the Tower-District, a few dozen factories (not exclusively for ship-related items), as well as a few dozen piers with hundreds of ship in all shapes and sizes. In fact, roughly a third of the harbor-district's denizens have their home on board of one of these ships, either as permanent crew or using them as oversized house-boats for rent.

Demographics

The harbor-district reflects the full spectrum of species and origins that Saltor as a whole displays. Even moreso: People from all over the world, stopping by in Saltor for business or rest, usually stay in the Harbor district for a couple of days before moving on. This makes the Harbor-District the most diverse area of Saltor in terms of languages spoken on a regular basis.   Due to its location right at the shoreline, surrounded by factory buildings, the Harbor-District is mostly inhabited by physical workers, predominantly Mechanics and Fishers, of modest wealth. Due to the plethora of travelers coming through, it is also a prime location for street artists, thieves, and other tricksters.

Government

Officially, the Harbor-District is part of Saltor as a whole, and thus ruled by the same array of powerful people in the Politarium as the rest of the city. Factually, though, the united mass of workers in their relatively high physical strength puts more pressure on the factory owners of this district than on the powerful people throughout the rest of Saltor. This causes decisions pushed by the Harbor-District's representatives in the Politarium to be more in the interest of the common people compared to the aristocratic decisions made by other politicians.

Defences

Being outside of the Tower-District's protective walls, the harbor-district also has its own two-part defense system. On the land-side, its outskirts are a barely built-upon grassland with wet soil - the perfect area to hide traps. In between the grass, the area is layered with magically charged crystals that shock and paralyze any person and any large beast that isn't in possession of a Badge of Passage or accompanied by someone who is. Once paralyzed in this way, trespassers are usually quickly found by factory workers or passersby, whereupon they are even more quickly swarmed by an armada of physically strong individuals, willing to give them a beating if they aren't entering the city in good faith.   On the water-side, the outer ends of the harbor are reserved for the most well-armed ships of the city. Any boat that wants to enter Saltor has to pass through them, and will be inspected by their security guard from a distance - although most main-job fishers and traders from Saltor are known well enough to leave and enter without much issue. Abuse of this power is very rare, as the combined muscle of hundreds of Saltori sailors will quickly shut down any who try.

Infrastructure

The harbor-district uses the ocean itself as a driving force for most of their infrastructure: The district's buildings have potty-rooms directly connected to the ocean. For fast transport through the district, small post- and taxi-boats are constantly rowing beneath the piers and between the larger ships of the harbor. And even the machines in the factories are partially powered by the tide.   In terms of trade, the Harbor-District has its own commonly accepted currency in the form of Nautilus Shells and Edible Breath, although item-for-item trade is still very common here. For the trade of wares and quasi-currency, there is a roughly 200x100m space between two piers that is reserved as a market place. Prominent spots on the market place, as well as ship-spots on its neighboring piers, are among the highest priced trade goods of the district.

Tourism

Most visitors to Saltor pass through this area at least once, and are often taken aback by its liveliness and size. Most stories of Saltor speak of its highly advanced universities or its gigantic Towers, while leaving the harbor as a side note. Yet, its variety in trade goods, souveniers, con artists, and house-boat inns make this a pleasant first stay on any holiday journey.   Those who enter Saltor with a little more background knowledge and an adventurous spirit might look around the harbor for guided tours around the island of Berset, which is known for its unique - albeit sparse - arboral flora, as well as for its high cliffs and rocky shores. Ship captains are more than eager to take those adventuring types to the cliffs of Berset, as long as they pay in advance, for only 2/3 of them survive a foolhardy jump down the cliffside.
