Saltor
Saltor is the largest city South of the Ekuran Desert, and the Southern-most major city on all of Ora. It is the only city with both an Air Harbor and a Sea Harbor. Its heart and center, the Tower-District, consists of 60 towers, each of which between 70 and 80 stories high, which connect to the cities other five districts - the Harbor-District, University District, Submarine District, Steam-District, and the Politarium, which is located on top of the Tower-District.

Species Distribution
While Saltor is considered part of the human civilization, its population's portfolio of sapient species couldn't be more varied: Between the humans live a roughly equal share of Elves, Elementals, Fairies, and Half-Giants, as well as lesser shares of various Dragonfolk, Human-Animal Hybrids, Modified Humans, and others.Wealth and Power
The people in Saltor live in relative abundance, in the sense that nobody within Saltor has to die of Starvation or Thirst. However, due to the multitude of political forces within the Politarium and lack of commonly accepted laws, regulations, and corresponding enforcement, the poor common folk are still at the whim of the rich and powerful. Most of the population (~95%) are wealthy enough to not only ensure their material sustenance, but also to afford a roof over their head, and a door that doesn't just bust open by the slightest gust of wind. The remaining 5%, most of whom live in the Steam-District, find shelter within warehouses, within the dimly-lit corridors of the towers, or inside of currently stationary vehicles. Government
Saltor does not have a central governmental entity. Instead, various organizations with diverse claims to power meet in the Politarium to discuss contracts, maintain alliances and rivalries, and assert dominance over each other. The most common claims to power include religious groups with large fellowships, wealthy folks with access to weaponry, wealthy folks with control over certain economical goods, and scientists with the means and skill to provide valuable research.
Defences
The towers and buildings of Saltor are largely built from steel and hard rock, making them rather hard to break through to begin with. In addition, Saltor's sheer height and coastal location make it a difficult target for attacks from the ground. These facts combined with its relatively stable diplomatic relationships to the outside make it practically indestructible from the outside. Saltori who fear a violent death usually do so because of inside threats...
Infrastructure
The city is largely interconnected by roads and corridors that are accessible only by foot, wing, or wheelchair. Between the different elevations exist stairs as well as steam-powered elevators, that are openly available to all Saltori. Between the Tower-District and the University-District lies the so-called Uni-Tunnel, which propels pedestrians onto the other side at rapid speed using pseudo-teleportation methods.
In terms of long-distance traffic, Saltor has access to both an Air Harbor and a Sea Harbor, as well as a multitude of non-centralized rail tracks leading to Tribek and to some of the smaller towns in the region. Additionally, construction of the literal Bridge of Berset is currently in process.
Other infrastructural means of Saltor include a vertical sewer system, a multitude of ware- and tradehouses - which are really just very large ware- and traderooms within the confines of the Tower-District - as well as air ventilation systems for the higher levels of the Tower- and University-Districts.
Guilds and Factions
The most powerful organizations with access to the Politarium include the Church of Kern, the Swordbow Weapons Corp., the Pearldiver Family, and the
Clan Lightwarde. Additionally, the University of Progress, University of Humanity, and Sub-Marine Scientific Community pose as constant influences on those political forces.
