The Council of Freemen
The Council of Freemen is the ruling body of the Republic of Gondar and is made of twelve men who are all elected by the people.

History
Jadis Freemen was a slave of a orc merchant. During an ambush his master freed him on his dying breath and Jadis would escape. Jadis having learned the way of the merchant from his master settled in the village of Gondar. Jadis used his expertise to help his neighbors and brought great fortune to the village. The village turned into a town and later on after his life a full fledge city. Jadis would form the Council of Freemen to settle disputes among merchants. Soon it would become the law making body of the city. Every since Gondar became an independent nation, The City of Gondar has been the center of rule for the Republic and thus in turn are led by the Council of Freemen.

Candidates:
Merchants registered with the Merchant's Guild.
Election Process: Upon the death or resignation of a Councilmen, the next day candidates can announce their running of office. The next day, they can campaign within Gondar to gather votes among the Republic. A new Councilmen will be selected after 28 days. The candidate with the most votes will be elevated to the position of councilmen and will join the 12th. In the event of more than 1 councilmen needed, each election is one at a time. Voter ballots will be placed at each town hall. Voters will write the name of their candidate and place it in the ballot.
Who can Vote?: Voters are anyone with a permanent residence within Gondar. Removal Process:
A vote of 8/11 will result in the removal of a councilmen. Their must be a probably reason for removal. Possibly reasons- Committed Crime, Treason, Merchant Deceit, Incompetency, etc.
