Bulgey's False Identity. Duke of the fictional Duchy of Latchfoot-Bereiza on Lollipop. Has made official contact with the government of Light's Crest, through a low level meeting with the government of Mudwater. Was instructed to meet with officials in Riverbell to establish proper channels.
With the events of Sunfall occurring shortly after this meeting, it's unclear whether the prior channels remain open.
