Council of Dragokar

Here be Dragons.

The Council is regarded as the home of all Dragons in Oxum, located within the isolated World's Maw far from prying eyes. The Council rarely interacts with species outside of themselves and Kobolds, which they have a natural affinity to. Wealth means everything withing the Council and directly dictates the amount of power a dragon's bloodline has and which professions they are allowed to perform. Those who lack treasure are publicly shunned and sometimes even exiled, mocked by those higher up the chain. If one wishes to talk to a member of the council, they will only be granted an audience if it is in the council's best interest to hear it.

Structure

The Council is ruled by the High Dragon Lord, the wealthiest and thus most powerful of all dragons. The Lord writes the laws and has absolute power over almost everything within the council's borders, and is universally respected by their kin.
Wealth directly dictates how much power a dragon has over the affairs within the council, with those with the most riches having power of those with less, making many dragons compete with one another to gather the most treasures they can, either by legitimate or less legitimate ways. Whether a dragon is Metallic or Chromatic matters little when it comes to their positions within the council, though the two have a natural distaste towards each other due to their wildly different takes on morality regarding the races outside of their own.
