Estelonia
Land of the dancing dead.
Located to the north of the western ocean of Oxum, the lands of Estelonia are well known for their beautiful landscapes, comfortably warm climate and frequent festivities.
However, what most other empires know them for is their use of necromancy to give their civilians an alternative to ascending to the afterlife.
These Muertos live in one of the many Ciudades de los Muertos, or cities of the dead. While they welcome tourists and other visitors with open arms, their focus on conquering unsettled land overseas without much regard for the natives has given them a stigma for being inconsiderate conquerors, which has led to several conflicts with Foxtonian colonists who have opted to use more diplomatic means to share the land with the natives.
Although they are seen as generally more laid-back, their naval force is a force to be reckoned with. Especially their Undead Armadas which do not suffer the same setbacks as mortal sailors when engaging in naval combat. Some of their undead-operated vessels even posses the ability to travel under the water's surface, making them excellent at surprising unsuspecting enemy fleets.

Culture
As mentioned earlier, Estelonians enjoy their lives as much as they can, even after their bodies cease to function. As such, families of Estelonians often have a big family feast every month where young, old and undead relatives gather to share stories, eat and drink to their heart's content.
They value their time here in the mortal plane and spend as much as they can enjoying every second of it, doing whichever it is they feel passionate about.
Once a citizen eventually dies by accident, conflict or old age, they have the option to be raised as a Muerto, an undead civilian of Estelonia. These undead retain their free will and are not bound to the necromancer that raised them, but to a holy artifact placed at the central temple in one of the cities of the dead.
This holy vessel keeps their souls anchored to the material plane as the necromantic magic imbued into their bodies allows them to still operate their old bodies, which has been stripped of organic matter during the necromantic ceremony. In order to become a Muerto, the person in question must be a lawful citizen of Estelonia, have a valid document that states they wish to return as a Muerto and be a member of a recognized church of the dead. After the ceremony concludes, the newly raised Muerto indulges in a great feast with their family to celebrate their new unlife, after which they are given a place to live in the nearest city of the dead.

In life and death, we prosper.
