From the self-regenerating materials used in building to the magical items provided to visitors for underwater exploration, magic is integral to everyday life and its practical uses are celebrated.
Conservation and Coexistence. There is a strong ethos of non-violence and conservation throughout the elect. The laws protect all forms of life within the lakes, treating them as guests of the realm. This respect extends to the unique species developed to coexist with the cities, aiding in construction and transportation.

Public Agenda

Environmental Stwardship. A primary goal is to maintain and enhance the ecological balance of their extensive aquatic environments. This includes the sustainable management of the lake waters and surrounding areas, promoting practices that ensure the regenerative abilities of their magical wood, Opea, and protecting the diverse species that inhabit their waters.
Inclusivity and Accessibility. They are committed to maintaining a society where access to resources, opportunities, and participation in communal life is available to all, regardless of origin. This includes making the elect accessible to visitors and new residents alike through initiatives like the provision of Sashasa masks for underwater breathing.
Conservation and Protection of Magical Knowledge. As stewards of vast magical knowledge and resources, another crucial agenda is the protection and ethical use of this knowledge. They aim to prevent the abuse of magical powers and ensure that such knowledge is used for the benefit of all, much like the safeguarding role of Candlekeep  in the Numeria.

Assets

Opea Wood. This unique, self-regenerating wood is central to the construction and maintenance of the cities both above and below water in Freyian Lakes. Its magical properties not only prevent deterioration in wet conditions but also aid in the regeneration of the wood, making it a valuable and sustainable resource.
Aquatic Architectural Structures. The cities, both above and below the water, are major assets. These include residential areas, marketplaces, public spaces, and governmental buildings constructed from Opea wood. The architecture is designed to be sustainable and harmonious with the aquatic environment, making these structures both functional and aesthetically pleasing.

History

-500 HE: Early Settlements. Small fishing communities develop around the natural water bodies in the region, utilizing rudimentary methods to live alongside the abundant water. 
-250 HE: The Legend of Big Water. A catastrophic event caused by rapid heating in the mountains leads to massive flooding. This event, known as the Legend of Big Water, results in the formation of the initial large bodies of water. 
-50 HE: Arrival of the Guardian. Following the great flood, local folklore begins to describe sightings of a mysterious creature, later known as the Guardian, believed to protect the region.
75 SE: Development of Water-Resistant Techniques. As settlements expand, innovations in construction using early forms of Opea wood allow for the development of sturdier, water-resistant structures.
200 SE: The Sunken Cities. Several cities built without the advanced techniques later developed sink beneath the rising waters, creating the Sunken Cities, including the infamous City of Secrets, which remains eerily intact.
250 SE: The Rise of the Merlod Family. The Merlod family comes to prominence, uniting the various settlements under a single rule and beginning the expansion of the lake system and multi-layered city construction.
290 SE: Establishment of Capital. Treinor is established as the capital city of Freyian Lakes, built with sophisticated multi-layered architecture both above and beneath the water.
