Keltas

The Edge of the World and has the second largest port after the Imperial City. A stopping off point for voyages to the North, Keltas has grown over the last couple of hundred years from a port of pirates and sailors to a great commercial centre. The ships and skills of Keltas mariners is vital to cross the seas to get North and the Count of Keltas extracts every last penny he can from the increasing trade. Right on the equator, the capital, Rodess, is sprawling and untidy with many inhabitants failed immigrants to the North. The rest of the state is infested jungle and marshland with the south coast of the eastern side the only pleasant place.  

Structure

Keltas has always focused on smaller units of governance, even after the unification of the Empire by Til-Yaltur. As a reluctant member of the secessionist movement, but overruled by immigrant nobles from the south, and surrounded on all sides by fervent secessionists, when the unification crusade came to Keltas, the original nobility wasted no time in exposing those who had historically backed the Confederation and welcomed the Empire back with open arms. As such the ruling class of Keltas is largely made up of those who can trace their heritage back to the foundation of the original Empire.   The Elector Lord's house is new; put in place by Til-Yaltur's reforms, but under that are hundreds of nobles, whose holdings would be considered pitiful in most of the other Elector States. The only exception is Rodess, which is directly ruled by the Elector Lord, mainly due to its rapid expansion over the previous century or two. The nobles all retain the right to assemble in a semi-autonomous parliament, where they can air (and perhaps resolve) their grievances with each other and the Empire, and submit requests to the Elector Lord for items they wish to be addressed. This means Keltas is largely free of the open conflict seen in other states, and the small-scale nature of noble holdings keeps conflict to a minimum anyway.
