Surrounded by a sun-scorched desert wastes Downpour is constantly under rain clouds due to a magic artifact called the Cloudburst Scepter. Downpour is located at the center of the Scorched Barrens as a save haven from the intense heat of the desert
The scorched barrens is between several other territories that previously prevented travel due to the heat, but thanks to downpour the "shortcut" is available and worthy of travel.
