The Orphanage

A small town that borders an Outlander settlement deep within the mountains of Elysian.
This Inlander town is mostly composed of The Orphanage, an educational institution that houses the children that have been rejected entry into the new Institution under General Holmes's rule. He states that under the new rigorous military training regime, these children are unfit physically to partake in education and training at the Institution. When in reality, the children were screened to have high defiance and bravery to stand up against unjust authority. So that the General and the Madam can create an army of children that are basically just sheep, while the rest are fed to the maw of the Madam to create human organ donors.
Although the settlement is mostly of the Orphanage, those who work for it also live nearby. Some of the people that work for the Orphanage are also Outlanders that dwell in a nearby surface settlement.
