Jason Bowers (a.k.a. Detective Dan Brown)
Detective Dan Brown, also known as Jason Bowers, was a Detective with Major Crimes in the Central Precinct for the SCPD. He was the partner of Detective Davies and worked alongside Selina and Bradshaw on a number of cases spanning the city.
What was unknown and was only revealed after the death of the Chief of the precinct in the Stacks was that he was a member of the ruthless and infamous Snaketooth Gang. Not only that, but he was the famously elusive leader of the Snaketooths, who'd gone undercover as a cop specifically to avoid his gang ever being dismantled by the police. He was clearly very clever at staying under the radar as even Selina missed him in her investigation of the police personnel, though this may also have been affected by the fact that he was from a different precinct and they rarely interacted until she was already distracted by other issues.

Personal history
As his real name has been unconfirmed and authorities are still unsure if Jason Bowers is real, the details of his early life are uncertain. However, it is confirmed that he took command of the Snaketooth gang only five years after their founding, killing the original founder, at the age of 24. He joined the police force under the alias Daniel Brown in the next year and over the next decade built the gang into one that dominated Sarnport, controlling the Stacks in their entirety and making gains in the Docks and the Alleys. He also had fingers in a lot of pies in the Heights and Central with the corrupt elites and white-collar workers there. He rose to the level of Detective after five years and used the increased influence to reduce the pressure of the SCPD on his gang, which was already struggling to deal with them.
After the Pantheon Champions and The Gray Rider began to eat away at his control, especially in the Alleys, he began to grow paranoid. The sense of being cornered after so long successfully controlling the city from the shadows drove him to rash decisions that led to his eventual downfall. His murder of the Chief in his attempt to kill Selina, who he had realised was Spinnerette, was the final nail in the coffin; the explosion was eventually traced back to him, as well as a previous attempt on her life while she was on leave, and he was eventually cornered and arrested after being shot by Selina. Fortunately for him, it seems he still has enough cred and intimidation factor to have survived his sentencing and first few months in prison, though how long that will last remains to be seen...

As a Detective, Brown didn't stand out much. He was solid and reliable and had turned in other dirty cops before that tried to make deals with gangs or dealers- though, in retrospect, he only ever turned someone in for dealing with the Snaketooths once. His unassuming and polite nature meant that few people paid much attention to him, and the majority of his colleagues continued to call him by his last name, Brown.
As a gang leader, Bowers was intimidating and sly, known for never showing his face to anyone outside of his inner circle and ruthlessly eliminating his rivals and anyone in his own organisation who crossed him or discovered his true identity. He spoke confidently but often in an acerbic and rough manner and, clearly, wasn't afraid to get his hands dirty to further his empire. Despite this he seemed somewhat prone to sentimentality, being hesitant to harm Davies after their long years of working together but having no issue trying to kill Selina after months of working with her occasionally.
