Bounty Hunter
The Bounty Hunter profession got its roots on board the O.O.C., crime syndicates plagued small, confined corners of the space colony. With the government heavy hitters too busy with the war and supporting the Covenant, small freelance Bounty Hunter organizations popped up to take care of internal problems for a nice piece of coin. Unfortunately, bounty hunting got very competitive among the different hunting organizations. It wasn't uncommon for under-the-table dealings and even assassinations to be placed on political professionals.
This all stopped when the Bounty Hunter profession was regulated through O.O.C. law. The government then placed all Bounty Hunters under The Fraternity of Bounty Hunters organization. Anyone who wanted to continue to collect bounties needed to get a license to do so. All bounties were issued by the O.O.C. law officials from this point on. Anyone doing bounty work without a license was subject to prosecution with a maximum penalty of treason.
There are rumors of a few freelance bounty hunter guilds outside the O.O.C. But work is slim pickens out in space, and guys who initially did bounty hunter work now find themselves outside the law and dealing with more shady individuals.
Career
Qualifications
Inside the O.O.C., a license is required to be a bounty hunter. To obtain this license, an induvial has to go through classes that teach the law of the O.O.C. and have a bioengineered brain implant installed that lets high-level law officials place bounties on individuals without any of the public knowing. Unknown to the Bounty Hunters, with this brain implant installed, it has a feature that high-level law officials can activate that keeps the hunters from attacking them.
Outside of the O.O.C., bounty hunters are hired based on their reputation to get a job done. The more successful a bounty hunter is, the more work and bigger jobs they can expect to see. Without the large group supporting them, they must be much more self-reliant than those working from within the fraternity.
Career Progression
New hunters are assigned a mentor inside the fraternity and learn from them until they are ready to take on bounties by themselves. Also, some bounty hunters stick together in groups to increase their success rate and assign their own pecking order within their small group.
Outside the fraternity, there is no established progression. The only thing that matters to those few is the mission's success for their client.
Payment & Reimbursement
Inside the fraternity, hunters are a pain in O.O.C currency. The prices of the bounty are controlled by the O.O.C law officials. They also determine the parameters for the hunt.
Outside the fraternity, O.O.C currency has little value, but parts and supplies are significant commodities. Any form of payment goes as long as both parties agree before the hunt.
Other Benefits
Inside the fraternity, hunters are free to go where they please, even aboard Covenant warships if they are dealing with an internal affairs hunt. Only a few places are off-limits to a hunter.
Outside the fraternity, the hunter is free to do as they please. As well as pick up assignments as they, please.
Operations
Tools
Those who operate within the fraternity have a government back arsenal and tool kit. They are given whatever is deemed necessary for a given job.
Hunters outside use whatever means they can to get the job done.
Provided Services
Within the fraternity, standard arrests are the usual order. Anything more has to be approved by law officials.
Those working from the outside are known to partake in any job that pays them something they need badly enough, from smuggling, and mercenary work, to assignations of O.O.C government officials.
Dangers & Hazards
Death is hazard to anyone in this profession regardless of where they do work from.
Alternative Names
The Fraternity Bounty Hunters are called government lap dogs by the crime scene in O.O.C.
Legality
From inside the Fraternity, hunters are expected to follow the law and parameters given to their mission. Anything outside of that can be held against them once the arrest reaches the judicial period.
Those outside do not answer to anyone but could still be "wanted" for illegal activity if interacting in Covenant zones.
