Captain Sa-Li the Chuul
Captain of the Sally Sells and leader of the Back-Alley Sallies. She is a mutated chuul with uncommon intelligence and independence. Using the power of her stolen Illithid Nautilus and the fear it engenders, she raids all across Pavo Dioscuri.
The party could encounter Sa-Li along with the Sally Sells anywhere in wild space along a trade route (never during exploration). They will either find her directly targeting them, or they may encounter her while she is raiding another ship. Sa-Li and her crew are evil, and they don't take any prisoners they can't randsom.
