Most people wouldn't find it surprising that political figures are hiding things from the public, and many already suspect it. The Hounds always suspect it, and for good reason; they make their living collecting scandalous information.

The (Usually) Non-Lethal Elite

The Hounds of The Syndicate are ruthless scavengers of information, digging up dirt on any person of influence. Hounds are known for getting this information quietly and then strong-arming victims into submission of the Syndicate. If a "subject" goes against their whims, the Hounds will release the information, often completely destroying the persons reputation, only to kill them shortly after to make their point even stronger to other would-be resisters.

Highly Skilled Fighters...

The Syndicate often recruits its Hounds from elite military units, such as from the Immediate Reaction Force (IRF). While many of these soldiers start extremely loyal to their individual systems, years of haphazard deployment, poor pay, and morally questionable orders lead to underlying resentment. At this point in their career, a large sum of money and a ticket away from the bureaucracy begins to sound good to any soldier.

And Intelligence Officers

Elite paramilitary aren't the only places the Syndicate looks for Hounds, and while combat skills are necessary at times, the ability to gather reliable and useful information is more rare. Thus the Syndicate also seeks out members of intelligence agencies, sometimes as moles and other times as field agents. No one can deny the money the Syndicate pays is par none, leaving personal conscience the only deciding factor.

Hounds Unleashed

When someone has been marked as potentially useful to the Syndicate, the Hounds get to work. The first step is collecting all the publically available data that can be found on the web; place of residence, tax information, social media, etc. Then a reconnaissance squad begins to trail the target, looking for daily routines, any security, accessed computers, and trash that can be searched. When possible, the Hounds will place an infiltrator as close to the target as possible, such as a secretary or as part of a security detail.
Collecting the information is all too easy for the highly organized hounds, but when a subject gets noisy, a little brute force might become necessary. When a target is in an otherwise unreachable location, the Syndicate provides anything the Hounds request from small arms to armored vehicles. When the Hounds go on a kill mission, they often leave a wake of fire and destruction.
