During and in the years prior to The Tumult, masks were not seen as a necessity. As the Guilds presence was able to run interference with the truly notorious members of the cities underbelly. However with the rise in prominence of The Butchers that opinion was quickly changed. The ability to hide ones identity was no long an option, but a necessity.
The unfortunate few that refused to leave the city or had no comrades from which to hide behind chose to band together. Rapport was formed out of those that no longer have a secret identity. However these individuals are often ostracized, as the possibility of being targeted by association is one that has seen use in the past.
