The Council of Elders
The Council of Elders are the elected leaders of a Temple of Light .
It was written in The Pact that the council should always consist of seven members, no more and no less.
With an uneven number of members, there would always be a majority vote on binary matters. The Protectors believed that having fewer than seven members would result in a lack of diversity. Although every individual's opinion is important, they believed that having more than seven members would diminish the council's ability in making swift decisions when needed.
