Phasmatum Peacekeepers
To understand the peacekeepers you must first understand the Phasmatum Council. The council is one of those holdovers from Earth. An already nobler-than-thou-art bureaucratic organization that has grown only nobler and more bureaucratic over time. Its intentions are mostly good. Its members mostly pure. Its decisions mostly take about a century to go into effect.
The peacekeepers, on the other hand, get things done while the members turn a blind eye.
It’s all in the name of the The Hope Contract. And a force meant to protect the good of all humanity can’t be wrong.
So let’s all hope the council continues holding their hands over their ears as they trill the song of ignorance.
There are three main divisions of the peacekeepers. The Secret Service. The Milita. And the Rebuilders.
Humans know never to fully trust a neighbor or coworker. They could be a spy for the peacekeepers. Their primary motive is to gather information throughout the human-based regions and send back word if they feel like any of their actions violate the terms of the Hope Contract.
How those terms are interpreted can vary between leaders of the Peacekeepers. Alliances made in the Council can make the difference in your country’s technological advancements and primary means of trade. Lose the wrong alliance and suddenly your country’s mining of rare gemstones can get shutdown overnight.
The militia are the enforcers. Once it’s decided that your country is in violation of the contract, you will find your operations razed and your leader disposed. Lucky countries may get by with just the corporation running the violation ransacked. Few are that lucky.
After the government has been toppled, the Rebuilders will come in. Making sure the citizens are well-taken care of and a new leader instilled in a transitional government.
Don’t be surprised if that new leader was an enemy of the former government. One with power and access to the right alliances the former failed to keep.
Have leaders tried to build up their own personal armies to counteract the peacekeepers? Of course, but a large military presence is deemed in violation of the Hope Contract.
Have citizens protested the toppling of their countries' government? Sure. But the Rebuilders are experts in identifying citizen organizers and providing them with wealth and resources they never dreamed possible. How is an organizer going to continue to protest when they’re offered a seat at the table they could have never hoped to achieve before.
The lesson in this tale is to keep your operations secret and make sure you align with the right people. Otherwise, you can soon find yourself at the bottom of the food chain.
